SUBJECT: Establishment - District of Columbia Office of Lesbian, Gay, Bisexual and Transgender Affairs

ORIGINATING AGENGY: Office of the Mayor

By virtue of the authority vested in me as Mayor of the District of Columbia by section 422(2) of the District of Columbia Home Rule Act of 1973, as amended, 87 Stat. 790, Pub. L. No.93-198; D.C. Official Code §1-204.22(2) (2001), it is hereby ORDERED that:

I. Establishment:

There is hereby established, within the Executive Office of the Mayor, the Office of Lesbian, Gay, Bisexual and Transgender Affairs to be headed by a Director. The Director of the Office shall report to the Mayor and/or the Mayor’s designee.

II. Mission and Objectives:

The mission and objectives of the Office are to:

a) Serve as liaison between the Mayor, government agencies, City Council, and the lesbian, gay, bisexual, and transgender (LGBT) community;

b) Identify areas of need for the LGBT community;

c) Advise the Mayor on policy issues affecting the LGBT community and the District government;

d) Collect and disseminate research on the impact of public policies and legislation affecting the LGBT community and make recommendations to the Mayor regarding these policy and legislative issues.

III. Purpose

The Office shall recommend administrative guidelines, standards, and requirements to be followed by all agencies of the District of Columbia as are necessary to carry out the requirements of District Law.

IV. Functions:

The Office shall:

  1. Provide information and technical assistance with respect to programs and services for the LGBT community to the Mayor, the Council, District of Columbia agencies and departments, and the community;

  2. Identify areas of need for service or improvement of services for the LGBT community and bring them to the attention of the Mayor, with suggestions for meeting such needs;

  3. Assist the Office of Partnership and Grants Development in informing and educating community organizations on the process for submitting grant applications to the District and federal governments;

  4. Accept volunteer services and funds through the Office of Partnerships and Grants Development and pursuant to any governing Mayor’s Orders, to supplement the budget in carrying out the planning, duties, and responsibilities of the Office;

  5. Meet with each District agency or department Director to assist in establishing a LGBT point of contact for that agency or department;

  6. Meet with the LGBT point of contacts on a regular basis to coordinate activities within the District government involving the LGBT community;

  7. Serve as liaison to the LGBT health specialist at the Department of Health;

  8. Establish regular contact and communications with the LGBT community representatives through meetings, functions, and ongoing consultation with the Mayor's LGBT Executive Committee, (a group of community leaders appointed by the Mayor to advise him regarding LGBT issues).

  9. Review and comment on proposed District and federal legislation, regulations, policies and programs, and make policy recommendations to the Mayor, on issues affecting the health, safety, and welfare of the LGBT community.

V. This order supercedes all prior orders to the extent of any inconsistency.

VI. Effective Date: This Order shall become effective immediately.
