Dear Adm. Dawson:
I am enclosing the text of a letter from Ms. Stacey L. Sobel, Legal Director of the Servicemembers Legal Defense Network, to Mr. David L. Brant, Director of the Naval Criminal Investigative Service (NCIS). In this letter, Ms. Sobel alleges that NCIS conducts undercover surveillance of my constituents and gay-friendly businesses in the District of Columbia in apparent contravention of the Department of Defense's "Don't Ask, Don't Tell, Don't Pursue, and Don't Harass" policy. As this directly effects my constituents, please note my personal interest in this matter and keep me advised of the developments.
I request that Ms. Sobel's inquiry be given an expeditious response and that I be provided with a copy of the same. Kindly address your reply and any questions you may have to the attention of Cartwright Moore at my 15th Street Congressional District Office.
Thank you for your attention to my request and your prompt response.
Sincerely,
(Signed)
Eleanor Holmes Norton
