Dear Councilmember:

During the Council's February 1, 2000 discussion of Bill 13-468, the "Comprehensive Advisory Neighborhood Commissions Reform Amendment Act of 2000," Councilmember Catania introduced an amendment to his own bill deleting those provisions that would transform the ANC's from advisory bodies into decision-making bodies. The Council accepted Mr. Catania's amendment as a friendly amendment.

On January 31, I sent all of you a message indicating our opposition to the ANC reform bill as long as those provisions remained in place. The discussion from the dais on February 1 indicated that most, if not all, Councilmembers understood and agreed with our critique. We want to thank all of you who moved decisively and constructively to resolve the problems we identified. So long as Mr. Catania's February 1 amendment remains in effect, the Gay and Lesbian Activists Alliance does not object to the legislation.
