The Honorable Jack Evans
Council of the District of Columbia
441 4th Street, N.W.
Washington, D.C. 20001

Dear Jack:

I just wanted to extend our deepest appreciation to you for taking the initiative to prepare and circulate the July 27 letter to Mayor Williams expressing the Council’s opposition to AHA’s plans to implement a names reporting system for people testing positive for HIV.

The fact that you were able to gather signatures from all but two Councilmembers (both of whom were out of town) was a stunning achievement. Even we were not aware of the full extent of the Council’s sentiment on this crucial subject.

Your timing could hardly be better. Declaring his intention to make a final decision as quickly as possible, Mayor Williams sponsored two meetings on this topic last week that were attended by Rick Rosendall of GLAA. Rick was able to cite your letter to good effect in his July 29 meeting. I hope your letter will help convince the Mayor that the opposition to names reporting that he expressed during last year’s campaign remains very appropriate.

Thank you again for your outstanding leadership and commitment.

Sincerely,

Craig Howell
President
